Staff Initiated Pass (w/o affecting student # pass count)#254

In my building our students are limited to 1 pass per day. If I send a student to do something (such as going to the office to take their medication), it uses their one pass for the day. There should be a way to allow a pass, w/o restricting their usage count for the day.
