Declined Passes#1951

Being able to see any and all declined pass requests on a report would be great for those that need to have discussions about the consistent pass requests, or something similar. Often times, it’s to miss a certain class; so having this as “proof” makes for easier communications to parents/guardians and with student about the abuse of the pass system.
