Let Kiosk Bypass Cooldown#1936

We use kiosks at general locations like Nurse, Technology Office, etc. but we run into issues when the student leaves before the allotted cool down time. The kiosk doesn’t allow them to create a pass and the admin has to use their own account to do so- defeating the purpose of the hands off kiosk.
