Have rooms be only a point of origin and not a destination#1891

Currently, a room must be a point of destination, meaning a student can generate a pass to the identified room. We would like the option that an adult can generate a pass from a room but students can’t sign out to the same room. Too many students are signing out to the nurse, guidance, or main office but we need those adults to generate passes back to classes from those locations once students are called down to them. This will especially important with our no cell phone use and more students being called to get messages from families.
