Add pass limits to individual students for certain spaces.#1860

While the building has three passes/day for bathrooms, some may have one “Chill Pass” (as a room of its own). I can’t limit the chill pass, only the total number of passes for that student. They could end up with three or four chill passes over the day (we add a pass for the chill pass; we don’t remove a bathroom pass, so total = 4 for most). The system won’t stop them.
